London, August 5. The principal representatives at" "the","Inter-Allied · Conference have discussed the procedure to be adopted, at the forthcoming meeting with the Germans 'and have decided that America, Beltsin, France, Italy, Japan and Belgium will each nominate two. Ministers to discuss every outstanding question with two German Ministers." Each Prime Minister or the Chief Delegate will always attend together with the Chief Diplomalle or Financial Lieutenant sa occasion demands. ANGLO-SOVIET NEGOTIATIONS.

The following communique was issued at the foreign office thie morning: "The Anglo Soviet conference having sat as a com mitteo of the whole on Saturday and Sunday, it met in full session on Monday at noon and sat until 7.15 this morning. As the Soviet, delegation was unable to accept the amendments and con- ceesions offered in regard to Article 14 of the draft of the Treaty, no agreement was reached and the negotiations broke down and the treaty could not be afgized.
Reuter is informed that the Russians contended that Article 14 would leave the way open for demanding complete recognition by the Soviet of liability to compensation for nationalised property As a matter of right. They declare that the Soviet rejected the principle involved as far back as the Genoa Conference, but thal It now made certain concessions, although its attitude was generally unaltered. The breakdown means that other miscellaneous questions direussed will also remain unsettled.--Reuter.
