* OPPOSITION PROPOSES TEN RESOLUTIONS.

HOUSE, LEFT FREE TO DECIDE.

(Reuter's Service.)

London, June 17.

The Dominions Gallory in the House of Commons and the Liboral and Labour bonches were early illled for the Imperial Pro forencs debate.

Sir Lloyd rose moved the first of the ton fresolutions of which notice had been given in the name of Mr. Stanley Baldwin The first four of these rosolutions proposed Imperial Preference without imposing any now charge on the foreignor, while the re- mainder did imposa such a charge. While there is small chance of the Opposition carrying the last six rosolutions there le a chance of their carrying the first four, if their appeal for non-party debate succoods. The Opposition in this connection looks to sixty Labour meinbors of the British Commonwealth group to give a lead to their party. The first resolution proposes that Imporiul figs, raisins, plums and currants should be imported duty frue.

The Government's. Attitude.

Mr. J. H. Thomas said that while the resolutions could be loft) to the free vote of the House and the Government would accept its verdick, the Government themselvas proposed to vote against the rosolutions. Ho announced that the Government had reconsidered its oarlier decision with regard to the Economie Committee and was prepared, if the Dominions desired, to consider the question not on the lines of a committee as proposed but perhaps as and hot body something like the Shipping Board. The Dominions would be non- sulted in that connection:

Change In Imperial Conferences Wanted.

Mr. Thomas said it was worth considering whether it would not help. Imperial unity and encourage confidence to invite not only Dominion Prime Ministers but responsible loaders of the Opposition i to Imperial Comferences, Ho know that the latter would bul reluctant, but the opinion ho had consulted showed the conviution that some such abango was absolutely necessary in order to make the Conferences more effective and more roal: It would only lend to disaster lo continue with the Conferences, only to find when they This would had broken up that nothing whatever had been done. lead to agitation against the Conferences, which would be disastrone to averghurly.

Arguments For and Against

Sir John Simon, on behalf of the Liberals,' stuntly opposed the resolutions,

Colonel Seely, an Imperialist Free Trader, however, begged tho House to pass tho first four resolutions and not cling to the doctrin- airo of Froo Trade to the disadvantage of Imperial relations.

Mr. Haden Guest, Secretary of the newly-formed Labour Commonwealth Group, also announced his intention of favouring the first four resolutions.

Commandor Wedgwood declared that the lines on which the| *Labourites proposed to proceed wore more likely to secure per-

manent unity of the Empire than the Consorvative policy.

The debate was adjourned.
