The Morning Post suggests that M. Litvinoff who has just arrived will endeavour to offer the Chinese Eastern Railway at the Anglo-Soviet conference as a pledge for a much desired loan. The paper surmises that the move is not only intended to induce Lon- don financial circles to open negotiations for a loan, but is an effort to blackmail France into granting the Soviet de jure recognition Inasmuch as considerable French interests are involved through the Paris branch of the Russo-Asiatic Bank who represent the con- cessionaries of the Chinese Eastern Railways-Renter.
