As a rule, these gratuities are objectionable. And they have been of late little frequent in Hongkong. But in this case, I think it is justifiable, as he had been but a very short time in Hongkong before his death. I think that Lord Kimberley might sanction the grant of a gratuity equal to the cost of the journey from Hongkong to England of his widow and family, calculated on a somewhat liberal scale, so that she shall not arrive at Southampton absolutely penniless. If the council (who represent the taxpayers of Hongkong) are willing to vote that amount, I think Lord Kimberley may fairly sanction it.
