It has been suggested that between Hong Kong & Singapore having been declared by § 4 in conjunction with schedule A of the Ordinance.

All papers will have been examined, and it is assumed that parties are conversant with this class of Acts; day ships proceeding on this voyage have been made subject to the operation of the Ordinance under the first part of the third section.

The proviso in § 3 however specially excepts from the operation of the Ordinance vessels going on voyages of not more than 30 days' duration within the meaning of the Chinese Passengers Act of 1855 and Ordinance No. 7 of 1856 or any ship to which the provisions of the said Act did not apply, and vessels proceeding from Hong Kong & Singapore were within this category when Ordinance No. 7/1871 was passed, in so far as they were exempt from the Ordinance.
