I have received your despatch No. 118 of the 15th May, in which you maintain that vessels proceeding from to Hong Kong are excepted by the proviso to 2,307 Ordinance 8 of 1871 from the modified restrictions imposed by that Ordinance upon Chinese passenger vessels proceeding on voyages of not more than 30 days.
