One important Provision, however, has been added which will be found in Section IV providing for the unlawful "Detention of Chinese by Force or False Pretences for the Purposes of Semigration or for any other Purpose" is made punishable.
This Section will, I believe, prove of great utility in this Colony where the Chinese very often take the Law into their hands by the forcible Detention of Persons in the hope of obtaining Payment of a Debt or compensation for some alleged injury, and it will meet, amongst others, the Case of Detention for the Purpose of emigration, whether from this Colony or from other Places.
In Sections 2, 4, and 5 it was necessary to insert the words "or for any Purpose whatsoever" as it appears from the experience of the Magistrates, that although a malevolent multitude exists, the Purpose in most cases is that of Immigration; it is almost impossible to get the Complainant to give evidence to that effect and but for the Insertion of these words nearly all the cases under the Ordinance...
