The draft of this Ordinance was submitted in my Despatch no 12 of 105-th January. On receipt of your Lordship's Telegram of the 28th ultimo, I laid the Bill before the Legislative Council.
Very great care has been given to the details of this enactment by the Council; and being passed in a more comprehensive form than was originally intended, there is, I think, no ground for anticipating future difficulties in dealing with the class of offences which the Legislature desires to repress.
I enclose the Attorney General's report which explains the alterations effected in the Bill and the object of their introduction.
