and having, with the Inspector of Schools, fully considered the requirements of the Colony, I have introduced the scheme detailed in the enclosed Document.

You Lordship will observe that the Government propose to make grants for definite results in Secular Instruction only. This principle has been so thoroughly adopted by Her Majesty's Government that I do not think I need dilate upon it, and will therefore confine myself to remarking that in my opinion it is the only principle on which the Government could properly assist elementary Schools in this Colony.

It is almost impossible to calculate, with any great degree of accuracy, the amount which the Government will be called upon to pay to the aided Schools. However, for the first twelve months, I do not think that more than $800 to $1,000 will be required, though I trust that a few years hence this vote will have to be considerably increased.
