The annexed note, from a competent judge in the Council office, reviews the Hongkong scheme.
As regards the absence of inducement for infant instruction, I presume the tongthong gost may be allowed to be the best judge.
But as regards the payment to the teacher, I find it to be worth while, in sanctioning, to call the attention of the Governor to the fact that it may apparently, in cases where the teacher is changed just before the grant, work inequitably in some cases.
