London, March 12, The Daily Express publishes the terms of an alleged agreement. settling the dispute between the Pope and the Italian Government,;. The terms provide for the surrender of the whole of Vatican Hil to the Vatican, which at present only holds a part. This gives the bill the status of an independent country. The Government will- build at its own expense a palace or series of houses for the acccm- modation of the College of Cardinals, and the Holy See will hand over the scattered properties where the Cardinals are at present housed. The Pope's independence will be guaranteed by the League of Nations.--Reuter,
