London, Märch 9, The fight of the franc continued this morning, falling to 117 while the Belgian franc fell to 181. Many reasons are advanced for this sensational fall, which is causing great consternation in France. Its fundamental weakness is attributed among other things to the Ruhr policy and the Franch Government's refusal to impose adequate taxation owing to the people's disinclination to bear it. The Bank of France declares that the incïease of a milliard francs in the note circulation which was largely the immediate cause of the collapse, was chledy due to the general increase in prices, necessitating more money for business or alternatively less trade. The statement is regarded as indicating a polies of greater indation with its con sequent perils-Router.

SINGAPORE DOCK SCHEME...

Premier Macdonald and Admiral Beatty met yesterday.

The Premier explained that the Cabinet had decided that the Singapore dock scheme could not be proceeded with in the present state of the Nation's finances. Admiral Beatty made it clear that the Admiralty accepted the decision. This disposes of the possibility of naval resignations. The Government's decision is obviously regretted by the Times which lengthily sets forth the naval and commercial qualifications posessed by Singapore. It says that happily at the present time there no probability that any warlike action will be necessary in Far Eastern waters, but that it is pure folly to suppose that no conflict will ever occur amid so many ambitions prevailing there. Britain might not be directly involved, but British shipping would probably be the first to suffer. The paper says that if there is to be no immediate progress in the work undertaken at SingapOTE there must at least be no irrevocable reversal of policy-Reuter.

OBITUARY.

The death is announced of the Right Reverend Edgar Charles Summer Gibson, D.D., ex-Bishop of Gloucester.-Reuter.

The Rt. Rev. E. C. S. Gibson was born in Southampton, Jan- uary 20, 1843. for fourth son of the late Rev. William Gibson, Rector of Fawley, In 1875 he married Mary Grace, the daughter of the Bev. R. 5. Philpot, Vicar of Chewton Mendip. He was educated at Oxford and ordained in 1872. In 1875 be was appointed Vice Principal of Wells Theological College and the following year Principal of the Leeds Clergy School. In 1830 he became Principal of the Wells Theological College, and in 1893 lecturer on Pastoral Theology at Cambridge. He was appointed Chaplain to the Bishop of Bath and Wells in 1894 and in 1901 Honorary Chaplain to Queen Victoria. He was also Chaplain in Ordinary to King Edward VII. The late ex-Bishop was also a great writer, among the works he has left being "Northumbrian Saints" 1884; "Translations of the Works of Cassian. in Nicene and Post-Nicene Library 1891; "Commentary on the XXXIX Articles" 1896; and many others, his last work being "The Declaration of Assen!" 1918.]
