This despatch and 6639 came in while 5899 (Estimates, 1872) was in circulation.

As regards (1) Crown Rents, (2) Special Fund, I think the Governor's explanation is satisfactory, and (3) on this explanation re the Public Gardens, Lord Kimberley may be willing to sanction the expenditure pending...

In that case, there remains (3) Police Expenditure, that on the new terms be sufficient; (4) Master's office, and the Civil Hospital. My objections to the Estimates for 1872 were mainly founded on the Police Expenditure, but if the (3) Gardens Expenditure be allowed, I do not think it is worth while to disallow the proposed Act for Police expenditure alone.
