I do not see how the letters "H. K" can be said to be misleading; and I think it undesirable that Colonial flags should be frequently altered. The next Governor may prefer to restore the "H. K"; & so on. But apart from these minor considerations Should we not consult the Admiralty? We do not appear to have done so in 1870, but it seems to me desirable.

In the first part of the said minutes I concur but we may notify the change to the Secretary of State for the Colonies and all others who have taken copies of the flag.

It is not necessary to consult the Admiralty on the change of the flag.
