Thomas Grey states :
I am a 3rd Class Inspector of the Hong Kong Police, and have served in the Force, Hong Kong for 7 years; previous to this I served in the London Metropolitan Police for six years - four of which were in the M. reserve.
I remember that on the 14th March the men who had recently arrived from England were ordered by me to assemble in order that they might hear an explanation of the Regulations of the Force from the Captain Superintendent; heard the Regulation No. 2 on page 18 read out by the Captain Superintendent and he also commented on it, alluding to the exceptional temptations of the Colony.
A few days after this, I met three of the men who had been recommended to me by an Inspector of a London Police, and, learning that there was disaffection amongst them; I told them that they had much better not let themselves be led away by any other new men but that they should obey all the Regulations; they said they would talk it over with the others, and, if they were any willing, they would also submit to Regulations; but if not they must follow with the rest.
I then pointed out the danger of such combination, especially in a Force where the chances of promotion were so great that some of these might have hope to rise to higher positions and it would then be impossible for them to combine with men in a lower rank; this was some days before the 27th March.
