My opinion was expressed from the firm conviction that I entertained from my own observation and from the reports of Inspectors that Briarly is a man of a character especially calculated to cause ill-feeling in a Force; and further, that this resistance to the Medical Inspection was organized as a demonstration expressive of his discontent with his position; and that if the inspection in question had not existed, some other rule of the service would have been objected to.
