They were slow in understanding.

In the Book of Regulations 18. 82. The following "Each Constable shall be examined monthly by the Colonial Surgeon for the purpose of ascertaining if he be infected with venereal disease, and notwithstanding examinations, it is ordered that every Member of the Force when becoming infected, shall apply at once to the Colonial Surgeon for medical attention."
"Those who are ascertained to be infected at the monthly Examination; The whole of his pay will be stopped whilst he is in Hospital; but if he voluntarily reports himself, only the usual stoppage of pay for treatment will be incurred; viz :- Inspector 70 cents, European Constable 21 cents a day, Indian Constable 17 cents, Chinese Constables 13 cents a day."
I expressly told them that if they had any complaint to make, they should speak to me at my Office concerning it.
I further hear that Inspecting Grey and Hospital staff were spoken to.
