Peking, Feb. 3-General Tung Hai-ho has telegraphed to the Gov- ernment, confirming the reported capture of Chengtu. General Tung commanding the Northerners, cap tured the city on Jan. 27. RUSSIAN RECOGNITION AND TRADE.

London. Feb. 3.

Mr. E. F. Wise, an ex-civil servant, who large's negotiated the. original Anglo-Russian trade agreement, interviewed said that already a big trade existed between Russia and Great Britain, some eighty to a hundred ships regularly carrying grain from Russia to Great Britain and west Europe. The establishment of a new at- mosphere of friendliness would promete a biz increase in Anglo- Russian trade, giving Great Britain big advantages rivals-Beuter.

(6) The addition of an Article enabling the Company to have an Official Seal and Local Registers in places outside the Colony.
