I think this case is a little difficult.
engaged Brorly and nineteen others were brought from the metropolitan Police for service in Hongkong. They were probably informed that the rules in force in Hongkong were "similar to those of the metropolitan Police". They subsequently signed an agreement (see Annex 12552) by which they bound themselves "to act in all respects according to the directions and instructions given to them by the force of Hongkong through its properly qualified officers".
