To these charges I had taken exception

in my despatch of

the 7th of March.

excess,

of the 30th April, forwarding these Supplementary Estimates, you observe that the actual expenditure for the

Year 1872 was less than that

estimated by $45,743. But on reference to the 13th page of these Estimates I remark that the net decrease amounts only to $5,703⁄4 11- 6.

I have recently, or

more than once,

brought to

your

notice the

necessity for strict economy

in the administration of the finances of Hongkong, and, I do not think it necessary to say

more than that

You

should

give your earnest attention to the duty of restricting the expenditure of the Colony within due bounds.
