The Ordinance No 3 of 1873 may prevent the manufacture shipment of barricades & Stanchions at Swatow-
but till Athkenedy seesm...
...o forget that the Ordinance prohibiting fitting out of ships in Swatow for Foreign Ports has not yet been passed – This Ordinance when passed which, it is expected, will effectually purge Swatow from the danger of connection with the Macao Coolie Trade - The Ordinance No 3/1873 will, I should think, not be difficult to made.

The Governor was authorised to pass the ordinance prohibiting the fitting of Emigrant ships without license by telegram dated 22 April. We shall probably soon hear of the passing of it. He acknowledged the telegram
that he would at once take it in hand.
