June 10 There is no objection to this Ordinance taken by itself - But the last Sections recognize & imply the fitting out of ships employed in the carriage of Emigrants from places out of the Colony - These Sections will be superseded, though not repeated, & the larger Ordinance about the power to prohibit the fitting out in Hong Kong of Ships carrying Emigrants from places out of the Colony. Other parts of the Ordinance which restrict the manufacture and allow the seizure of what are described as Prohibited Fittings will still remain in operation - and are valuable as the Act's 8th clause points out; to prevent the construction of Emigrant ships in Hong Kong to be sent to Macao.
