Commencing with the arrival from Vancouver of the "Empress of Russia" 25th March, the Canadian Pacific will inaugurate a New Service between Hongkong and Manila by the Steamers "Empress of Russia" and "Empress of Asia."
Leaving Hongkong regularly on the Wednesday after arrival from Vancouver the Steamers will arrive at Manila, Friday Morning, leave Manila Saturday Evening and arrive back in Hongkong. Monday Morning 7 a.m.

Important Proposals by Royal Commission.
A national system of pro- paganda for the prevention of fires and the appointment of an expert "Fire Adviser" to the Home Office are recommanded in the report of the Royal Commis sion on Fire Brigades and Fire Prevention, issued as a Blue- book.
The annual costs of fire defence and direct loss caused by fire, the report says, have in recent years much increased and may at pre- sent be estimated at £25,000,000. Annually, the average direct loss from fire is about £12,000,000.
The annual cost of public fire brigades is £2,000,000. Each year the number of fires attended is about 22,500.
One of the most promising fields for instruction in matters of fire prevention seems to the Com- mission to lie in the schools. Ele- mentary fire drill and discipline. and lessons in first aid, with the co-operation of one of the local fire-brigade officers, advo- cated for schools.

SMOKING DANGERS. Promiscuous smoking in offices and the careless use of matches are regarded by the Commission as a fruitful source of danger."
"Though smoking is allowed in Government offices to: an extent which, we apprehend, far exceeds what is tolerated in most banks, insurance offices or other business concerns" says the report, gravely, the danger is not, of course, confined to Government buildings. We can- not help feeling that a somewhat higher standard of precaution and somewhat less self-indul- rence ruight be adopted."
Other suggestions made by the Commission for the prevention of fires are
Smoking in dockyards if allow. ed, should be strictly confined to defined safe places and stated times.
Electrical installations should be periodically inspected and tested in the case of all old build- ings.
The constraction of hearths and chimneys should be examined whenever new boiler furnaces or modern grates are installed in old buildings.
Investigation of the most efficient method of preventing emission of -sparks from locom otives.
Regulations made as to the use of spark arrestors on steam-driven road vehicles being solid fuel.
Attention of local authorities should be given to the provision of adequate means of escape in places of public worship, and arrangements should be made for of the periodical inspection churches, hospitals, libraries and schools by officers of the fire brigade.
"In many theatres," the repor continues, especially in the smaller towns, the conditions from the point of view of fire precautions and means of escape constitute a serious risk:**
