that it is unnecessary to detail the arrears which are sufficiently
well understood.
Some have
long existed, others have
accumulated since I have taken charge of the Department & although every effort
has been
made to prevent such a result. Viewing the approach of the summer
amongst the Staff, the absence of an Assistant Surveyor and the present enfeebled state of Mr Duke's health; Coupled with the dissatisfaction caused by a recent change I think the work of the Department is not overtaken; and considering the disadvantage at which
