It was necessary that Afna should be relieved of his duties as Administrator under the Police and Lighting Rate Ordinance, inasmuch as those duties could not be performed without unduly interfering with what was required of him as Inspector of Buildings. Nevertheless, as his whole time is still given to the public service, he should, in my opinion, be adequately remunerated.

127. 9. Up to 31st December 1872, his annual emoluments amount to £450 - rising from £400 with an allowance of £70. These should, I suggest, be maintained at their present rate for this year, and subsequently they should be increased at the rate of £50 per annum up to £600. For with a few years' additional experience, I have fair reason for supposing that he will be qualified to perform the duties of an Assistant Surveyor General, though he had better be designated at any rate for the present as Inspector of Buildings.
