London, Oct. 9. The Daily Telegraph diplomatic correspondent says opinions widely dider in diplomatic circles whether Taso Kun will be able to reestablish the authority of the Chinese Government. The death is announced of General Sir Herbert Vaughan Çox. G.C.B.. K.C:B., K.C.M.G.. C.B. C.SI.

General Sir Herbert Vaughan Cox was born Herts July 12, 1860. He entered the army in 1830; joined the Indian army in 1883. He was appointed Inspecting Officer of late perial S. Troops in 1894, serving in that capacity until 1902. From 1902 to 1905 he was officer commanding the 69th Punjabis. He served in the Afgan War of 1879-1880, the Burmese war of 1885- 1889, and during the early part of the Great War (1914-1915) was in command of the Gurkha Brigade in Arabia, Egypt and Gallopoli where he was wounded. From 1916 1917 he commanded the 4th Australian division in Egypt and France, and from 1917 to 1921 was Secretary of the Military Department of the India. Office. He retired in 1921.)
