TWO DICTATORS!

As brinfy indicated yesterday Germany has the unique distinc- tion of having two. Dictators, an Imperial in the shape of Dr. Gessler, minister of Defence and a Bavarian in the shape of Yon Kanr. Whether they are rivals or complementary to each other eveats will show, as the despatches-from Berlin and Munich are not clear on the subject. Opinion in diplomatic circles in London as regards the action of the Reich is that it is a precaution against reactionary revolution rather than against the Communists. The danger to the Reich of combination of Bavaria's rival reactionaries. dominated respectively by von Kahr and Hitler, has been averted for the time being by voa Kalir's pronouncements and nets against the Hitlerites whose state of sccialism he strongly opposes.

The position. however, is accentuated by the thorniness of Bavaria's relation to Imperial.politics.

Berliners are already scared by stories of Bavarian troops ap- proaching the Capital, which the niwspapers solemnly deny.

The Imperial appointment of Gesaler, with nowey to delegate his authority to the generals, trok the wind out of the sails of von Kahr who is a civilian. Gessler immediately appointed General von Lossew, commander of the Bavariam Reichswehr, as Military Commissioner of Ravaria, thus subordinating von Kahr to von Lossow.

The crisis is reacting in the Central German socialist states. for instance in Thuringia where the communists who overthrew the socialist government have assured the latter of their support against a common enemy,

London, Sept. 26. Premier Massey has protud in England to attend the Imperial Conference having travelled via the United States where he visited President Coolidge.
