The President has issued a decree "aiming at restoration of jublic security," providing for the curtailment of constitutional -ights, like the freedom of the press and the right of assembly, authorising domiciliary searches and seizures, giring executive power to the Minister of Defence, cailitary commanders' and civil missioners and imposing heavy penalties for infringement, includ- ing death.

In connection with publication of Pres. Ebert's decree at Munich. the Bavarian Government has appealed to the Bavarian people say- ing that the Bavarian Government, recognising the necessity of abandonment of passive resistance, has agreed to the decision of the Government. The Reich warns the people not to be led by these deplorable developments into disturbances, which will only increase their misery:
Doctor Kailling, the Bavarian Premier, speaking at a conference of Premiers in Berlin, emphatically declared that the Ruhr insasion was a violation of right and the Treaty of Versailles. He alleged that Britain recognised this and he asserted that the Treaty of Ver sailles having been broken by the invading Powers should no longer be regarded as binding by the Germans.

There is some anxiety here with regard to the appointment of Herr Von Kahr as Bavarian State Commissicper with dictatorial powers. It is considered that such an extreme measure proves that the situation in Bavaria is most serious and that the Bavarian Gov- erament is determined to use every means at its disposal to prevent any attempted coup by the Bavarian National Socialists under Herr Hitler.
