The President has issued a decree "aiming at restoration of jublic security," providing for the curtailment of constitutional -ights, like the freedom of the press and the right of assembly, authorising domiciliary searches and seizures, giring executive power to the Minister of Defence, cailitary commanders' and civil missioners and imposing heavy penalties for infringement, includ- ing death.
