He convinced his col leagues that the Economic Conference would find the Imperial Gov ernment sympathetic and prepared to meet the representatives of the dominions in the drawing up of a scheme of inter-Imperial trade, which would be mutually beneficial. He anticipated great developments in the Empire in cotton growing within the next faw
