A message from Moscow states that the Russian subscriptions to the Japanese Relief Fund have ceased and some of the sub- acribers are demanding the return of their money following an official statement that the Russian steamer Lenin, carrying medical supplies for the sufferers by the earthquake, has been ordered to leave Japan on being suspected of carrying out Communist pro- paganda and that the crew of another. Soviet ships were forbidden to land.

LAWLESSNESS IN CHINA.

London, Sept. 21.

Commenting on a telegram from its Peking correspondent on lawlessness in China the Times opines that it is hopeless to proceed by ordinary diplomatic means against such a disintegrated com munity as the present-day China. It thinks that the most eminent provincial governors could probably be enlisted to support a prac- tical scheme of readjusting the fiscal relations between Peking and the provinces, but in any case the foreign Powera cannot allow themselves to be flouted any more. If China fails to act herself there are several ways in which the Powers can effectively assert their views, the last resort being a large increase of the foreign garrisons.

LEAGUE OF NATIONS.

Geneva, Sept. 21.

The must important work of this year's session of the Assembly of the League of Nations was undoubtedly the draft of a treaty for mutual assistance," enabling the reduction of armaments. The committee dealing therewith had hitherto adepted thirteen out of nineteen articles. The thirteenth provides that any state which is a member of the league who is not a signatory to the treaty may benefit by its adherence to secretary "general of the league who "shall inform the other high contracting parties. States not men- bers of the league may become parties to the treaty subject to the. consent of two third of the sigatory states,

Berlin, Sept. 21. Excitement has been created on the bourse by a brillant coup by the Anancial dictator Herr Frellinger, instraeting the Reichs- bank to meet all demands for foreign currency.

Traders and speculators accustomed to receive approximately five per cent. of "their requirements had formed the habit of con- siderably over-stating their needs with the resull they were astound- ed when their full demands were met and they were unable to pay. They therefore threw the foreign currencies back on the market causing an improvement in the "mark to four hundred and fifty

million to the pound sterling.

A fast game resuited in a win for the Infantry- The men by three goals to one. other match on the 15th was be- tween C. and D. Cos. of the King's.. Both played excellent football and but for a slip of the part of D. Co.'s goalkeeper the game would probably have resulted in a draw. Result C-2, D-1.

On Monday the B. Co., who won the championship last year, enter- tained 94 Co. R.G.A. and won by 31. King's H.Q.A. defeated 27 Co..R.A.M.C. the same afternoon by 6-0. This was the first ap pearance of the R.A.M.C. separate team.
