Berlin, Sept. 15. " Addressing the Federal Council, Finance Minister Hilfering announced that the food supply was assured. Expenditure in the Ruhr had increased extraordinarily, almost the whole population of the occupied region being targely supplied, from the Imperial Ex- thequer. Efforts must be made to solve the Ruhr conflict through speedy negotiations. Sudden vessation of help for the Ruhr was impossible, but in view of the currency market "expenditure would not be continued in its present seale. It would be also indispensa- ble to reduce, all ether expendilure. The nation must be told that inflation was the heaviest form of taxation. Sofa, Sept. 15. When the police were ordering the dispersal of a demonstration the communists red, killing the Chief of Police and wounding a gendarme. Sixty of the demonstrators were arrested and a number wounded. The object of the demonstration was protest against the arrest of communist leaders in consequence of the discovery of an alleged plat for rising on 17th Sept., aiming at the establishment of a workmen's and peasants Government. Trade and industry have improved, but the fall trade does not equal some other years. A belt sentimen plus reduced crop estimates are strengthened prices and causing the first, advance in the index numbers since March. Cotton consumption, car loadings, automobile sales and building have thereased, at fron and steel buying and production are smaller. Cotton manufactärers complain that the sudden rise in raw material unseitles the outlook on account of goods selling below parity. A rige in raw silk followed the news of the disaster in Japan and silk goods advanĝed fifteen per cent. Feeling here is that the regrettable event involves considerable Pacific coast lumber and steel, and possibly wheat and flour. The Export trade shows little expansion, and Imports are declining. The effect of higher prices on consuniption are not clear; but there is a generally conceded ability and disposition "bay tinib exist, and a fair trade balance for the year is expected.
