Chao Hsin-chu, while approving the prevention of the employment of foreign women as prostitutes in licensed houses, advocated the abolition of legalised prostitution everywhere, 'declaring it unworthy of an honest Gov- ernment to derive revenue from a source which greatly harmed the "people and damaged their prestisor-Heinivasated women police and the appointment of experts to investigate the problem on the spot. He also pointed out that only fourteen nations ratified the 1921 con- vention, six of the Signers being members of the British Empire, and arged others to fellow this example. With regards to China's rali- fication, he said. it was only a matter of form and urrek publicity. in order to arouse international public opinion against the traffic.
