A Sudden Collapse.
Tokio, August 24-The Premier is seriously ill-Renter.
The Premier's condition sudden- worsened at midnight. He
is suffering increased pain; bis pulse and heart action is very weak and he is generally exhausted.
Later. The Premier died at 12.30 p.m.--Reuter.
Premier Admiral Baron Tomosa- buru Kato was born in 1859 in Hirushima su that he was at his death 04 years of age. He entered" the Japanese Navy at the age. of 12 years, and was a midship- man at 24. Sixteen years later, in 19, bo was a captain. He studied naval gunnery in England, and later was a Professor in the Japanese Naval Academy, and"". then Construction-Supervisor and Sectional Chief, before being ap pointed (1902) to bh the Chief of Staff of a standing squadron. Ia the war with Russia, he was Chief of Staff of the Kamimura Squadron, under the famous Admiral Togo. Then he was made a Bureau Chief, and in 1980 became Vice Minister of Japan's Navy Department, and a figure in politics. He was made a Vice Admiral in 1909, and com- manded the Kure branch of the Admiralty from 1900 to 1914. In politics, the late Premier has been a familiar figure for a decade. was Minister of the Navy under four Premiers in succession, and was raised to the Peerage for his national services. When the Washington Conference was called, be was the obrious man to re present Japan on naval matters. and he did so, with considerable credit. Then, in 1921. the Premier, Mr. Bar, WAS
sinated, and Admiral Baron Kato unexpectedly found himself called to head the Cabinet. He was then regarded as belonging to au political purty, bis appointment, se usual, being arranged by the small group of statesmen whe direct the affairs of Japan almost without reference to the Diet. He had, however, the support of the principal party, the Seiyuksi. Japan's post-war problems bad fallen on the shoulders of Premier Hara, but Premier Kato had to face great onome dificulties, including the rapidly growing pulitical consciousness of proletaries. In these rattere be bas displayed thet and ability bat earded for bin a popularity which doubtless would have manifested itself increasingly had, he been spared to carry on.
