FRENCH REPLY TO BRITISH NOTE.

London, Augiat 23.

The morning papers generally agree in paying a tribute to the friendly tone of the French Note, but the phrase. "Poincare gives nothing" sums up the bulk of the comment.

The Times says the frank declarations are a definite advantage as clearing the air, but it must be admitted that the differences ho tween the British and French viewpoints are still very great. Neverthe less it is earnestly hoped the plain speaking will point the way to a settlement.

The Daily Telegraph declares the Note leaves things precisely as they were and indicates no approximation of common ground whereon Britain and France can hope to renew the deeply desired united action, The Daily Nees expresses the opinion that the reply does not carry the world bay nearer a 'solation or point a way to rescue Central Europe from rain. If M. Poincare forgets nothing, he ad- mits nothing and proposes nothing he has not proposed lesa urbanely already.

The Daily Chronicle concludes that the Note has ended all hopes of common action, as it does not contain a basis for discussion, hopes Britain will not be drawn into an endless controversy. The worst result would be that we could neither settle quickly nor part.

The Daily Mail alone takes a favourable view and declares the Note given Britain, a great opportunity to reach a close understand- Ing. whereby the mischief of the past three years can "ödone, and the Entente restored.

The Daily Express profoundly regrets that the French have me! the British proposals in spirit of inflexible obduracy. 31. Peinere, asks for everything and gives nothing. The British Government must now turn is back on Europe and leave the Europeans to stew in their Awn juice. Britain's future resides in her Dominions and Colonies.

The Westminster Gazette thinks the reply beings Britain and France no nearer settlement, but serves only to demonstrate how im possible. it is to reconcile Anglo-French polley. The nate imposes on Britain the duty of facing the necessity of separate action. Fucilerings being monthly. discussions on rigid lues will only weaken the British ease and delay settlement, possibly ultimately attainable by other methods.

The Morning Post says it is clear that a common formula has "not get heen veached. But it is a heart to heart talk betweeif Mr. Baldwin and M. Poineare, rather than an exchange of Notes, to which we must look for a statesmanlike attempt at settlement. The crus of the situation is that the first step towards a solution lies in the cessation of passive resistange.

بری

The Daily Herald says the Note proves beyond dispute that the French Government remains where 1 ns. "Its policy is one of no change. M. Poincare's reasoning is at points trasively unsound. and as a whole utterly unconvincing.
