The Daily Telegraph (Sydney); reports that the Japanese scien- tists attending the Pan Pacific Congress, together with "accompany- ing members of the Japanese house of peers are. conducting a tactful campaign with the object of promoting, an impröred Japanese-Aus- tralian understanding. For example: Professor Kanasugi in the course of a statement officially inspired says that the Japanese enter- tain a feeling of sincera friendship towards Australians and a desire to promote and maintain peace in the Pacific, to the general advance- ment of civilisation. He declared that the Pacific ocean was too vast to he controlled. by one nation, however powerful, and denied that Japan was aggressive and militaristic, giving instances in the observance of the Washington treaty, the restoration of Tsingtao to China towards who he claimed she showed generosity and friendship. He pleaded for the stimulation of commercial relationship between Japan and Australia.

London, Aug. 13, The Amsterdam Telegraaf understands that the new Finance Minister Colyn, despite the intention to carry out the Navy Bill, will proposé drastic economic measures involving an estimated saving. of one hundred million guilders. It is expected the State Budget for 1924. will show a deficit of one hundred and forty million guilders. It is understood that Minister Colyn will reduce the salaries of State functionaries and railwaymen by fifteen per cent. and lengthen the legal working day and economise in all branches of social and insurance work.

The opening of the Free State Government candidates' election campaign with a demonstration at College Green, Dublin, was attended with considerable disorder. Mr. Gosgrave and other Ministers were subjected to constant interruptions from groups of female Republicans distributed over crowd who kept up a con- tinuous creaming and yelling. The women's attempt to rush the. platform was frustrated by the candidates. The elections include the Republicans Countess Markíeviez and Mary McSwiney and the Free Stater Mrs. Powell, sister of the late Michael Collins.
