The temporary mixed commission of the League of Nation's has pproved the draft of the mutual guarantee pact, the preamble of which says that security which is the first condition of disarma- mont must be attained by a general guarantee that the treaty will Le reinforced by supplementary private agreements. Chairman Lobran who pointed out that the pact does not affect the liberty of the signatory states as regards armaments, denied the conclusioa that separate defensive alliances meant a return to the old system of alliances, because the approval of the League of Nations was RECESSARY.

RUSSO-CHINESE RELATIONS.

A Soviet news agency says that M. Karakhan, before leaving Moscow for China, told a correspondent that his main object was to regulale Ruse-Chinese relations, particularly regarding the Bastern China Railway along which remnants at the White armies were still troublesome. Another purpose of his mission was to Bettle the legal status of the Soviet Government with the citizens of China and the third the creation of conditions for an economic rapprochement between the two countries.
