Belgium is willing to discuss with France the gradual- modification of occupation and its limitation to measures indicated to Germany in January. The reply believes it will be unjust to the Allies to throw on them the costs of reparation due by Germany, who is devoting enormous sums, to strengthening industrial development, and would soon be enabled to compete victoriously with the Allies and prepare military revenge. Belgium does not object to Repara- tions Commissioners boing assisted by experts, subject to there being no breach of the Treaty of Versailles, but would like to understand the British reference to "impartial experts.”

A new French und Belgian move is foreshadowed. The. Matin states that representatives at Dusseldorf have been authorised to listen to proposals of the Rhine industrialists and study the pos- sibility of a new regime with the object of re-establishing productive activity in the basin. The paper adds that since the inter-Allied solu tions have been deferred and Berlin obstruction remains, it is to Essen, Coblence and Mayence that the problem must henceforth be discussed by all interests..

Tokyo, Aug. 4.

Considering a formal-reply to the British note inopportune at the presont juncture, the Japanese Government has instructed Baron Hayashi to express orally the hope that in view of the important bearing of reparations on the Ruhr questions, not only on the stabilization of Europe but also the peace of the world, an amicable settlement will be reached of those differences which are at present apparent between the British proposal and the French and Belgian desires, and urges the Powers most immediately concerned to use their utmost conciliatory endeavours to reach an agreement.

GERMAN DRINK SMUGGLER TORPEDOED.

A Norwegian torpedo bost torpedoed and sank a German drink smuggler in Christiania Fjord. Two of the German crew escaped. One was arrested.
