Starboard
I am of opinion nothing can be done to restrict the Government sites, but so long as the chain of Islands extending from North East Point on the island of Tam Kan to the Gap remains unmarked any scheme proposed will be incomplete.

P.S.
I apprehend there will be difficulty in erecting the Light houses on the sites herewith proposed.
