On the subject of 'the' new race. courte scheme in Hongkong, the Canton Daily Neice says:

That the English people are fond of horse racing is quite evident, for both at home and abroad, wherever opportunity afforde, they are sure

Unticcessary.

In view of the foregoing con. clusion, we do not see the necessity or the justification for the DOW racecourse in Hongkong since one is more than sufficient to meet the Deed of the foreign communities there. We smile at the idea that the new racecourse will make for a better understanding between the We rather fear that in this sort of international meeting and mixing ground, there is more mis understanding between them. We praise Hongkong's breadth of inter- national charity, but surely the racecourse is the puurest place to swing such a sentiment. Siree they cannot and will not show it in the present racecourse, wà fuil to see how they will miraculously show it in the second racecourse.

The whole project to us is mere ly another form of money-making proposition by the contributore. For sport and for international un- derstanding something along the line of the sports in the American public parks are preferable. There thousands are given a free oppor- tunity to play tennis, baseball, football, out-door gymnastics ete This in there healthy games they learn to appreciate the friendship and interconise omnog peoples of diverse races. If Hongkong is sincere in ita broad international viewpoint, an additional racecourse

Berlin, July 24, One hunded thousand people yesterday in response to appeal by the Social, Democratic and Communist parties and trade unions at Frankfort on Main, participated in an demonstration against usury and facism. All shops were closed and collisions with the police occurred. Before the meeting the house of Dr. Haas, public pro secator, was ransacked. Dr. Hans was beaten to death and his wife. and father maltreated. The police eventually restored order. Int view of the seriousness of the political situation Herr Noske, the Governor of the province of Hanover, has prohibited all open air meetings. “THE HIGH LAW OF INNOCENCE”

New York, July 24. Immigration Commissioner Curran announces that henceforth babies born at sen under foreign flags will be admitted into the United States "despite any dismal old law." BOXING.

New York, July 24,

Seventy-five thousand people witnessed the fight between Leonard and Tendler. Tendler held the advantage. only in the first and second rounds after which the champion,- using his left and an occasional swinging right alternated with upper cuts, made his opponent miss repeatedly. Tendler 'seemed sluggish and took considerable punishment, especially in the last round, when Leonard had all his own way. Tendler was reeling and apparently on the point of being knocked out when the bell ended an unequal encounter.

THE SINGAPORE SCHEME.

London, July 24.

Sir Frank Swettenham in a letter to the Times terms as fantastic the contention that Britain is precluded from executing the Singa- pore scheme by anything said or implied at Washington. He concludes by saying that if the dock is built, and whether or not the garrison is increased, it can hardly be disputed that the great commercial docks and coal stores at Singapore are being defended, för- Imperial- purposes; and he trusts it will be made clear that no increased burden will be thrown on the Colony, which has never failed either in loyalty or generosity,
