Dear Mr Whittall,
I have read your speech in the "China Mail" and the remark it elicited from Mr Ryrie, concerning Light Houses in the neighbourhood of Hongkong. Seeing that the Colonial Authorities are, I think, moving in the matter, it is a fitting time to repeat in the Council, if you like, what I said to Mr. Ryrie the year before, to Mr Austin.
My scheme for lighting the Coast proposes two lights for Prator Light Lightship, and there are in addition the River Lights in the Yangtze, the Lightship and white light (Iriga Cappy) Smit.
