From a letter he has written to Mr James Whittall I see that Mr Wart had once before submitted this scheme to Mr Austin Cozens Colonial Secretary, and to Mr Ryrie Member of Council, and I take the liberty to recommend it to the able consideration of Your Excellency.

The endorsed Memorandum, with which, at my request, Mr Wart has been so good as to furnish me, may be of some interest to the Colonial Government.

Mr Wart's plan embraces from 30 to 36 Sea Lights: outer Lights to follow.
