I referred to the Memorandum quoted, and whose reply I enclose. I think, therefore, that the scheme is sufficiently advanced to enable me to recommend it to the favourable consideration of Her Majesty's Government.
In view of local legislation, in place of an Imperial enactment, which may be required, I beg to transmit for Your Lordship's consideration a draft Bill which has been prepared by the Attorney General. I do not think that I need refer specially to its provisions, except that regards Enclosure No. 3 of 31 March, 1873.
