Premier Mussolini got the chamber to renew its confidence in nim by a vote of 303 to 140, after an important debate on the Govern. ment's new electoral bill, which contains extraordinary provisions, and practically abolishes proportional representation. The cardinal principle of the bill is one big constituency for the whole kingdom. The party obtaining the most votes at the elections will, whatever its plurality, have a two-thirds' majority. For purposes of stable Government, therefore, it will be awarded 356 seats against 179 for minority groups. The measure is looked upon with suspicion by the popular party and is opposed by the socialist party, but Premier Mussolini in a striking speech, winding up the debate, declared he was absolutely intransigent and did not care for compromises. as the Fascists had the power in their hands and would keep it. He attacked the socialist interpretation of liberty. At the conclusion of his speech wo socialist leaders embraced Premier Mussolini and the president of the Chamber.
HEDJAZ BARS MEDICAL MISSION.
London, July 16.
A serious dispute has developed between the Egyptian and the Hedjaz' Governments, owing to the latter's refusal to admit the Egyptian medical mission sent as usual with the Holy Carpet to Meces, on the ground that it is infringing the Hedjas! independence. Consequently, the Egyptian Government has ordered the return of the Carpet from Jeddah to Egypt, with the medical mission. The £8.000 and the shipment, of corn and oil annually sent to the Hedjaz are also being withheld. The dispute is likely to react against the pilgrimage to Mecca,
RUSSIA'S DEBTS.
Riga, July 16.
Moscow reports are that M. Krussin, on his return to Russia on 9th inst; advised the Soviets to recognise the debts of the Tsarist and provisional Governments, declaring that otherwise it was hope. leas to attempt to gain de jure recognition, falling which it would be impossible satisfactorily to develop Russian trade. M. Krassin advocates limiting the recognition of debts to Russian and foreign capitalists, who are willing to assist in the reconstruction of Russia's economic life.
The effect of M. Krassin's advice is not yet recorded.
