Having consulted Admiral Shadwell, the Captain of the English and French Port(sic), and others, there seemed no doubt that the best sites (See Plan) on which to erect the Lights were:
I. Wag-Lan Island close to the southern extremity of Hong Kong
The N. E. head of Lamma Island, and
II. Gap Rock, 26 miles to the Southward of the Colony — These three places are not, however, British property, and hence I communicated with Her Majesty's Minister at Peking in order to ascertain whether the Chinese Government would object to leasing them for the purpose indicated?
I enclose Copy of Mr Wade's reply, by which Your Lordships will observe that there are no hopes of the Colony obtaining the sites referred to. This opinion was repeated by Mr Hart, Chief Inspector General of Customs, in his letter (Copy enclosed) to Mr. Whittall which has been placed at my disposal, and as Mr Hart holds a very confidential position at Peking, I think it better to accept his opinion thus strengthened, and abandon at once...
