London, July 12.

In the House of Lords, in proposing a resolution expressing the opinion of the House that the contemplated naval and air expenditures were disproportionate, Lord Wimbourne criticised the Singapore scheme.

Lord Linlithgow, who warmly championed it as by far the" cheapest way of rendering British sea-power effective in the Far Fast, remarked that the British Parliament and country would learn with the liveliest sense of gratitude and pride of the gift from the Government of the, Straits Settlements. Even assuming that the battleship became obsolete, neroplanes would need a base In the Far East,

In the unlikely contingency that an Anglo-Japanese condict was humanly possible it was absolutely certain that it would be a racial conflict wherein the United States would be involved on the same side, he was not at all clear that to spend money on the Singapore deck would be the best way to prepare for that con- tingency, or that it was not going to make matters worse. He suggested that it was calculated to evoke a corresponding expendi-. ture on the part of other powers which would lead to further Increases and thus defeat, in the long run, the very objects which the Washington agreements were designed to secure.

He agreed that there was a necessity for an increased air expenditure, but referred in grave terms" to the beginning of com- petition in armaments with France. If European competition: In armaments proceeded it would lead to another war in which all would go down together. He urged the making of the League of

Nations more of a reality.

Lord Salisbury, replying to Earl Grey, declared there was no suggestion whatever so far as he knew, from any government calling in question either the letter or the spirit of the Washington agreement relative to Singapore. The motion was defeated with- out division,

With reference to the prospects of Anglo-American agreement regarding better protection of foreigners in China, the Daily Telegraph's diplomatic correspondent learns that an intimation has reached London that, subject to certain reservations on points of detail and a general proviso safeguarding the principle of Chinese sovereignty, the views of Washington approximate very closely to
