The finances of Hongkong are not in that condition that even the sum of £8,000 could be at present spared from the revenue. If the Board of Trade won't advance the money on the security of the dues to be paid by vessels profiting from the lights, it might be well worth while to consider the question.
In the first place to refer it to the Board of Trade for consideration regarding the abandoned project of lights on Chinese Territory, Sir A. Kennedy
