CHINA'S CHAOTIC CONDITION,
London, July 7.: Several prominent Arms closely interested in the China trade have jointly sent a letter to The Times dwelling on the essential need for action in order to restore authority and this grapple with the ten- dency in the direction of a revival of asti-foreign feeling. They say that apparently no person or party in China is able to check the unruly and disintegrating forces, and the only hope is in the Powers juintly intimating to China through the Peking Government and men who really dominate affairs that the present situation must and offering to help to end it. The signatories endorse the suggestion that the railway police be re-organised under foreign leadership. The necessity of "unanimous agreement by the Pewars concerned is re- garded as an indispensable condition of the offer.

The Daily Telegraph's diplomatic correspondent understands that the British proposals for improvement of conditions in China have been sympathetically viewed in Washington and are likely to be widely agreed upon. Subject to a genuine case for Chinese sover- eignty, it is expected that America will suggest most energetic inter- national measures. Thus the railways might be policed by armoured cars. He adds that the British do not propose to raise an entirely new Chinese gendarmerie, but to place the existing bodies under foreign officers.

Some idea of this is afforded by the significant remarks of. two Cabinet members, Mr. Leopold S. Amery and Mr. Neville Chamberlain at Birmingham, where they declared the situation had become so serious that it could not be allowed to continge. Mr. Amery attributed the unwillingness of Germany to make a really serious effort to face her obligations as one of the primary causes of the uncertaincy Mr. Chamberlain said he was as anxious as they were to preserve the most harmonious relations with France, but that the time had seme when it was necessary to embark on more definite steps.
