London, July 2
A report issued by the China Consortium states, that the meet- ing of the Council recently held in Paris, attended by representatives of the British, French, American and Japanese groups, decided to instruct the Group representatives to examine, in consultation with the Ministers of their respective Governments, the existing floating debt of China, including all loans unsecured or of which the security seems likely to prove inadequate in the near future, with a view to formulating a comprehensive scheme of debt consolidation.
The Consortium refer to the criticism of their objects, and refute the popular supposition that they will endeavour to harvest undue profits, reaped from loans forced upon China under the protection of their Governments. They declare that, on the contrary it has been by cursistently refraining from lending that their principal success has been achieved in encouraging the utilisation of native savings before recourse to foreign capital, and in arresting profligate expendi- ture, which was heading the country straight for bankruptcy. ·
The Consortium claim to have ended the financial penetration of China, and that they are the aief barrier between China, and the policy of interest." They declare that China fo-day presents by far the largest undeveloped field for equumercial expansion, and they believe no desirable results will follow the removal of the restraint exercised by the Consortium's co-operative action. Emphasis is laid on the point that the Consortium's, settled policy is to refrain from interference with China's Internal politics. Their role is limited to the endeavour to assist the Chinese authorities, if requested, in re-establishing economic and financial equilibrium.
The report denies that a project of a loan secured on the Land Tax has been or is under consideration,

What Creates the Atmosphere?
Why is it that one room gives a happy "homey" feeling, while another is generally avoided by the household?
Aspect, of course, has much. toi do with this, a sunny south or south-west room, however tiny, being worth three facing north or north east in our grey climate, where every ray of daylight is pracious; but it is not wholly this.
In many homes I know of a certain room that is boycotted by the household, though there is nothing in particular to show why this should be. I may contain books, piano, and comfortable seats, and yet be lacking in some subtle, undefined quality.
Only a born home-maker knows how to give the necessary touches that transform a house into a home; and this secret is by no meane a question of spending money. To make a room "happy" there should be nothing aggres eive about the walls and turn- iture, it should breatho an air of restfulness and quiet cheerful. nesa.
It must be a room people wil! not lire of, and the tastes of those who are going to use it should be studied.
THE SECRET. Perhaps this is where the secret lies. Too much thought is given to the impression the room will make on visitors, and not to the effect it will have on your own family.
The "happy" room may held something to appeal to each member of the family. It should bave comfortable seats, and a springy sofs upon which tired worker may rest,
The Consortium report that the present upheaval in China pre-. cludes immediate hope of giving practical effect to the proposals for an administrative loan, but that conditions change so rapidly that groups must always be prepared for action when China ghall re-attain such a degree of peace and security as to afford a reasonable prospect for a stable government. However, an industrial loan, including railway loans, falls in a different category, and provided adequate security is obtain able, there seems no reason why the further development of railway communication in China should await the solution of the administrative problem. The report further emphasises the fact that the reorgan- isation of China's finances must come from China herself, although some measure of supervision will be necessary, but a minimum of control will be required to provide adequate security without which There should be softly-shaded It will be impossible to issue a foreign loan, as the Consortium's lights at convenient angles, that policy is to assist the building up of the general credit of China, in can be moved to throw extra light such a way as to secure the foundations so that all outside inter-an a delicate piece of work or vention may gradually be eliminated and entire control of the loan service and expenditure will gradually pass into the hands of China herself,
A BROWBEATING
ULTIMATUM!
Paris, July 2 The Obserger's article cabled yesterday has caused ä sensation. especially as it is the impression that it reflects the British official attitude. The Temps demande a prompt disavowal from the British Government and describes the article as an ultimatum comparable with the German attempts at browheating at the time of the Tangier, Agadir and Serajevo crises.
Most of the newspapers comment on the Observer's statement in the same tone as Temps, Le Journal, however, reassuringly de- clares that there is no reason to suppose that it represents the feel- ing of Mr. Baldwin. On the contrary the latter's policy has been directed very clearly towards the resumption of contact with France in regard to the German affair.

London, July 2.. Pussyfoot Johnson has arrived at Plymouth. He does not con- template propaganda in England but saile for South Africa. on 26th July, and thence proceeds to Egypt, Palestine and India.
