REPARATIONS PROBLEMS.

The Belgian Government's proposals for a settlement of the reparations question was recently submitted to the French Guteru ment. Their aim, according to the Matin, is the securing of a "total payment of £2,000,000,000, plus the yield from Allied participa- tion to the extent of 25 per cent. in German industrial concerns. The payment would be secured through the establishment of large companies throughout Germany, in which the Allies would con- siderably participate with the purpose of controlling production and sale of certain commodities, also to operate, the German Government monopolies, like the railway, altogether yielding £120,000,000 annually, namely six per cent. interest on £2,000,000,000.

The death of Lord Chaplin is announced.
Lord Chaplin was born in 1840 and was created a Viscount in 1916. For many years an active figure in English politics, the de- ceased nobleman was Member of Parliament for different counties. As well as serving on many important Royal Commissions; Lord Chaplin was President of the Board of Agriculture from 1886-92. and President of the Local Government Board from 1895-1900. The Hon. Erie Chaplin, his eldest son succeeds to the title.]
