An article in the Daily Telegraph by Archibald Hurd emphasises the commercial importance of Singapore and refules the suggestion of the naval base scheme being contrary to the Washington Treaty. As regards the suggestion that it would be better to convert Sydney or Melbourne into a great naval base the writer points out that the most successful defence of Australia and New Zealand may be made at a distance therefrom because the object must be ta prevent, if possible, enemy forces from reaching Australasia getting across its sea communications, or if that is impossible, to get between the enemy force and its base. It emphasises that the main feet in the fatore must be trained in the Mediterranean, from where ships are detachable for the East and West. Singapore'is the gateway to the Pacific covering the Indian Ocean and flanking the lines of communication to Oceania. The only legitimate crificium of the Admiralty proposal is that the work would be carried on too slowly. Singapore now emerges as an essential Unk in the naval defence of the empire; a link on which rests the whole problem of de- OFfence of British interests on the Pacific and upon which the support of. British prestige and commerce will hinge in the future. 1. Singaporą is not converted into a naval base the British Battle Fleet will be per- manently excluded from the Pacific and could hope for no possibility of co-operation with the main fleet with such naval forces Dominions, with increased populations, may provide in the future with their ever-growing power,
